The term was especially popular in Canada during the 1990s when the Progressive Conservative Party was centre-right with the Reform Party (later, the Canadian Alliance) further to the right. Members and supporters of the Reform Party/Canadian Alliance would thus describe themselves as small-c conservatives. We were talking life insurance, nothing else pays out if you hang yourself. Wrong an insurance company does need underwriting because it must stay profitable to continue to write new business. It needs actuarial table to determine were profitablity lies within a certain group, then uses underwriting to charge according to risk. A company cannot sell a policy for whatever it wants.
