It's not amazing at all. When I was in Kabul a few years ago, I reckon more people had cell phones there than they did in Vancouver. It's because they never did have the hard wired service that we grew up with in the west, so when wireless technology entered the market, everybody that could bought in. The T shirts you speak of could well have come fro UNHCR or RC. Doing a little research before posting helps.
