You are correct. One only has to look at the way the rest of Harper's Govt. has been run to know, without a doubt, anything that is going to be done has been cleared through the PM's office the same way as even a simple press release by an MP has been. For him to be so controlling over every aspect of this govt. and and his party, and then to say he had no idea what was going on in regards to an offer that carried the ballance of the most important HoC vote to date in his life, is simply absurd.
