There is a limited number of prisons to house those animals. And the death penalty is the most inefficient item on the menu, (taking years and MILLIONS OF DOLLARS before an animal is put down.) There are ways to include rape in the death penalty camp. Just make it rape of a minor, and the rapist won't last a month in prison. Personally, I don't believe much in the official death penalty. YES, certain scumbags deserve to die. But the justice system takes forever, costs a fortune and makes the public feel sorry for the scumbag. Florida could have spent around $80K to house Ted Bundy in prison for life. (Those working the system often call it a disposition.) Why do you think it exists? The answer is because there aren't enough courts and there aren't enough prisons in America. The system is so backlogged with arrests that plea bargains speed things up by bringing about a voluntary agreement that saves trial time. If there WERE a massive private sector prison system, totally independent of local prosecutors and Attorney's General, you might have a point. They only exist in fantasy land. I WISH we had at least TWICE the number of courts and THREE TIMES the number of prisons. That means no overcrowding, no backlog of cases and no plea bargaining. The guilty would get what they deserve and the public would be protected. Put another way, would you feel safer with murderers being let out on a cashless bail? The rule, in responding to comments, claims “energy security benefits to the U.S. from decreased exposure to volatile world oil prices” suggesting that decreasing oil and gas production in the U.S. will result in less exposure to the international oil and gas market because they will be disincentivizing vehicles that use oil and gas. The rule also claims that it will result in “fuel savings” entirely due to less use of fuel. By the end of December 2021, average national gasoline prices were 57 percent higher than December 2020, averaging $3.413 a gallon for the month. (And those who were born longer than 10 years ago might get this. Oil speculators determine the price of oil and gasoline. They always have. And it's all about supply. If there is ANY hiccup in supply, the price will be bid up. If you wonder why the NeoCon presidents (Nixon, Ford, Carter, KKKlinton, Both Bushes, Obama,) paid so much attention to the Middle East it's because of oil speculators. If an oil tanker is torpedoed in the Strait of Hormuz, the price of oil will skyrocket. Shortly after Hurricane Katrina (when some oil derricks were destroyed in the Gulf Of Mexico) oil speculators were all set to jack up the price of a barrel of crude. What stopped them was the oil-man President George W. Bush, who INTELLIGENTLY released some oil from the Strategic Oil Reserve and calmed that market. Yes, Bush was the most centrist president in history (Pissing off the left and right at every turn) but he understood the concept of oil markets.
