  12. I think provincial and federal "red tape" has been all but eliminated. In my area, the municipal "red tape" still exists and the municipality say it is their right. I think the "fees"are for all the infrastructure and forms and permissions for the house. I think if you had to pay it ...you would not be building a house. When PP was a minister....he made promises and did not keep them. Harpers government had a lot to say about housing too but it went nowhere. So, don't throw stones in that glass house.
  13. The federal government (or provincial or municipal government) are not construction companies. At best, governments can predict and hope housing will be built but, unless private contractors and construction companies can see away to make a profit, there will be nothing built. They can allocate funds but someone has to take up the offer.
