They did withdraw from that area just as the original peace negotiations were taking place though...make of that what you please. NATO was formed to oppose "Soviet aggression". Ok so... 1. I do not believe Russia has any desire to rule Ukraine. Kiev is still standing. 2. They cannot leave or give back neither Crimea nor the eastern regions. Not unless NATO is willing to make Russia a full member. That might serve to quell any concerns both sides have.
