  1. Maybe they will but I reiterate, the 22% is not a fixed amount. Prior to 2017, transfer increases were constant at 6%. Since then they have averaged 3.64% with a high of 4.6% and lows for two years at 3.% including 2021-22.
  2. BC's health care costs are forecast to rise by 14% in the next three years, that is 4.6% per year. If the federal transfer increase is only 3%, that means a 1.6% difference that the province will have to absorb and the federal share will be less than 22%. It's just numbers. The feds have not been cutting transfers, the increases just haven't kept up with increases in costs.
  3. Yes and if costs go up more than the increase in GDP or 3% the provinces share will go up and the feds will be less than 22%. Right now, GDP is forecast to grow at less than 1% in 2023 and inflation has been running at around 7% so if the increase in transfers is only 3%, the provinces will be on the hook for the difference.
  4. What other provinces are allowing extra billing or user surcharges? I'm not taking sides here, both have some valid points. 22% of what? If the cost of providing medical services exceed the criteria through no fault of a province, ageing demographic, higher drug costs, a newer greater variety of more expensive treatments, more expensive infrastructure and equipment, greater labour and training costs in order to acquire and keep doctors and nurses when there is a chronic shortage etc, the province is on the hook for the difference and it's share will gradually increase compared to the federal government. Health care is already the biggest piece of provincial spending by far.
  5. You have just pointed out that this really is one of those rare occurrences where it is the right man, in the right place, at the right time. He has flaws, everyone does. His country is fighting for its life, not dealing with an occupation of Parliament Hill by some truckers. No one could have more justification for imposing some sort of emergency measures act. Zelenskyy has been in power for almost four years, he is more than just a wartime leader.
  6. Every once in a while someone comes along who is the right person in the right place at the right time. We have the privilege of seeing one of those times. It's really quite remarkable, he must be Putin's worst nightmare.

Like Churchill and unlike Putin, he is an inspirational world leader, Churchill was voted out as soon as the war was won so admiring Zelenskyy now will not necessarily translate into peace time, but even then there is every reason to think he will be a far better man than Putin. It is not hard to see why he told Trump to take a hike.
  9. Awesome speech from Zelenskyy to the combined houses today. This guy will go down as one of history's great leaders regardless of how this turns out. The comparison between him and Putin couldn't be more stark. He makes Putin look like like the two bit criminal he is.
  10. My province doesn't allow extra billing or user surcharges for basic health care. As a matter of fact they just took one clinic to court for exactly that. What happens if the court sides with the clinic, what does a province do about that?
  11. How can provinces do that if they don't have the funding to include those services in the public system? It's a chicken or egg scenario and they should be working to resolve it.

  13. The Trump cult wants a single party state where you can vote for anyone you want as long as it is a Republican. Kind of like the old Soviet Union and today's China.

  22. In 2016, legislation was changed to increases would be 3% over the past year or the nominal growth of the economy whichever is greater. That means if increased health care costs for the provinces exceeds that amount, they are on the hook for the difference and the federal governments percentage of total costs will continue to decline. It is 22% right now. I agree with the feds that they would need assurances an increase in funding would go to an increase in total health care spending and not just replace some provincial spending to be used somewhere else. Instead of both sides playing politics, it's time they all sat down and figured how to do it. That is what they are being paid for.
