By law, the actual results for PA will be certified by the state on November 23, 2020. It is completely normal and routine for initial vote count numbers to contain errors that are corrected and/or investigated during this time

It also said that ballots without a postmark would "be presumed to have been mailed by Election Day" unless there was strong evidence to the contrary.
