If the NDP initiative with Kyoto sends one cent to buy credits somewhere else, the Canadian public won't like this kind of Kyoto, and totally reject the NDP and Kyoto.

She was appointed in 2000. The initiative for the office came from the Conservatives in 1989. Because the initiative came from the Conservatives 11 years before her appointment,I guess you could say the Liberals fast-tracked the appointment.
