He ties to stop ICE then he jumps on the poor woman, then he won't let go of her (despite her obvious desire to be left alone) then there are five or six agents trying to subdue him. BTW, the video that shows him taking the gun was altered. We know this because there are multiple videos that show shots fired at the exact same time as that guy is pulling out. But the video you are referring to removed the sound for the first shot to make it seem like that gun was gone long before Prity got shot.
