Except the inconvenient minority. Let’s lower their entrance rate at prestigious university because they’re over represented. Both Canada and the USA actively drew population from Europe. At a certain point both countries reached an optimal population for their means. At which point the governments decided to flood the countries with anyone and everyone. That was stupid. Its added friction to an already strained population.

It seems...rather intentional.
