I think it is reasonable to assume Trump wanted the Liberals. I don't think he was using reverse psychology here because when he came out and said he preferred the Liberals, it was during an interview where he was being pressed about the fact that his comments were hurting conservatives in Canada. It doesn't seem like it was a planned statement.

But the real proof is in the result of what he was doing. After he talked about annexing Canada the first few times it was obvious that it was boosting Liberal popularity, and he continued to do it.
