It's cheap and operates at room temperature...no matter the hazmat suits one needs due to the toxicity. A hypergolic fueled Long March slammed into a small Chinese city back in the 1990s...removed it from the map. Russia also uses some hypergolic powered machines. Most notably the Proton. Back during the Korean War, most MiG-15 pilots that managed to stay alive vs the US pilots in their F-86 Sabres were Russian...not North Korean. The Chinese and NK pilots could barely take-off...but they did in great big clouds of 60+ jets. Rata-tat-tat. Russia survived. Plutonium, actually. China supplies the raw Uranium for NKs reactors (some Canadian help there)...but it gets turned into weapons grade Plutonium-239 @ Yongbyon. Yes...even 400km up as they'd just need a sample of the remaining fallout. Old school...shooting a sounding rocket would provide the details of the isotope soup present.
