People who have the qualities that make them a good leader of a local gang don't necessarily make for good leaders in other areas. People that are gang leaders will often have qualities such as lack of morals, aggressiveness, pushing others around, willingness to resort to violence, etc. Are these qualities you want in a leader?

There are youngsters who have leadership qualities. I believe that these qualities will manifest themselves in avenues which become available to the individual. If it is in a direction that is positive for a society it will be beneficial. If it is in a direction that is negative to a society then it will create problems. It all depends on the availability of choices to which the youngster is given access.

Ummm those are some of the qualities you get from Alpha team captains as well.......kinda defeated your argument.

It's what a lot of corporations seem to seek in their CEO's especially when they're to be deployed against employees, competitors or hostile acquisitions.

To be honest, a curfew would be somewhat effective.

For example, I was mugged and assaulted over a month ago by some youths in Ottawa around midnight. Suffered a concussion for a month, and the same people went on a mugging spree for several nights in different parts of Ottawa.

Has it ever occurred to you that a youth who would break numerous laws on assault and mugging and theft would likely not be deterred by a law on curfew. And good luck stopping them because kids look of different ages, some 16 year olds look 21, some 25 year olds look 15.
