Right....the concept is old and has been somewhat automated by modern intelligence gathering and target classification. So things like transportation, communications, power generation and distribution, military depots, command & control, etc. are organized as elements of a target package with estimated collateral damage. Legal wonks actually had to bless off selected targets during the bombing campaign for Kosovo. This is one reason for the recent popularity of human shields on YouTube...in wars past, nobody gave a crap about such things. The whole idea of precision guided munitions was to not only destroy or disable the target, but to minimize the amount of collateral damage. Viet-Nam, for example, went from a simple matter of blocking NVA reinforcements to a matter of winning 'hearts and minds' not only in Indochina, but back in America. Frankly, impossible. One fights wars to win. Everything else is nonsense. If 30 thousand civilians are to die in the fighting, it's better to do it all at once and make one apology to those that need it rather than 30,000 seperate 'we're sorrys' drawn out over a decade. We here in Canada gave up on rent control...there are no bounds when it comes to greed..The building I live in is about 120 years old and looks it..The back roof can be beautified and life can be tolerable..but most young people are stuck in basement apartments and they are not cheap. Greed is not as regulated here as it is in NEW YORK - believe it or not..we really don't have any class here...and they judge you by the weight of your wallet.. Quote

I would either act decisively or not at all - If you are going to wage war - you utterly destroy the enemy - It's not a game.. I can give you the other answer..wars are conducted by our buisness community and they are not very good at it..Cheney was a good example of someone who disrespected the marshall class and paid dearly for it. Look at what we promote in the military...woman strangling perverts! Maybe we should let military types - real men conduct war.....If a man or a woman can not handle themselves in a common street fight - they have no buisness in the buisness of fighting...sending a woman or an openly gay diplomate does not garner respect either - when it comes to negotiations.
