I'm not really sure what your argument here is. No, he's questioning the very existence of the phenomenon. "Representative" is the key word. Certain examples of cops shooting unarmed black folks have been seized upon as representative of a larger problem that has been well documented in other ways. Where as the small handful of stories of campus political correctness run amuck are being held up as evidence of some kind of epidemic (in which case you'd think there'd be more than the same five stories to choose from).
