On pepper spray a person can still fight back, cause injury etc. Sometimes pepperspray does not affect anybody. Those cops only get a second to formulate a plan to perform an arrest and that means no time to determine if the threat is high. Being high should not be a free pass. Yes Harper is a weak leader, he not only has complete obidience of his caucus, he told China where to go during the olympics, to name a few.

As for the economy Saskatchewan is open for business, as for the disappearing manufacturing jobs, we have jobs in Uranium and potash mines, canola crushing plants, and the oil patch. Just because Ontario and Quebec have anti-business philosophies doesn't mean the Canadian economy is in trouble.
