Yeah. I often cannot follow your trail of bread crumbs. If you somehow think or believe government dealings with corporations is going to be publicly transparent (other than requests for proposals, evaluation criteria and announcing winning bids) you are living in some land but not reality land. It is the companies that do not want that to happen and they ensure non disclosure is within every contract and bid documents. What on earth makes you think that? I never mentioned SLC Lavilin. SNC Lavilin is just another teat sucking Quebec company. Those companies always get what they want in the end.

The entire country is having waiting time issues in emergency rooms. The pandemic made many just quit because of the hours they had to work. That created a shortage and it has not and will not be resolved for a number of years (as a result of the training needed). ( I get infusion monthly and there are a lot of nurses working in that clinic. I have spoken to a lot of them and the prime reason they work there now is because it is 9 to 5. They did not want to work nights) Oh and, waiting times to get seen and to get admitted are very different things. (I, unfortunately, have this past week had tragedy strike and a good friend passed away but, the service in emergency had in the hospital was beyond reproach) Oh and over crowding is not just a Canadian problem, the US has the same and they have a hundred times more hospitals than us https://www.cnn.com/2022/12/08/health/hospitals-full-not-just-covid/index.html Foreign medical professionals getting certification in Canada (provincial jurisdiction) is a problem but, the medical associations should be helping much more than they are to get these required certifications through. As for the 22% issue, once again, it is a percentage and 22% this year is more cash than 22% last year. I am not, by any way, lessening the issue, just putting calm logic and thought behind my comments. Prior to the pandemic, things seemed to be fine but since the pandemic, the crisis, and now with long covid, the flu epidemic, RSV all over North America, the hospitals are once again under intense strain but with fewer staff.. You are right, something is not working but, I believe the cause is lack of staff and that is not a quick fix, regardless of the money thrown at it. It takes years to train. -

Not sure it is "broken". I think it is and was overworked, over strained and over used during and post pandemic. The circumstances of the previous 2 years just made the people within the health system re-think their career choice and many left. To say extra money will cure the problem may be misdirected. If there are no people to provide the service, the problem remains, regardless if there is money in the bank. It takes years to produce medical persons and the schools are all full (Ontario is providing free tuition). I am not sure that the government caused that. -

You do understand that 22% is a percentage of the total, including any increases and inflation? it is a percentage, not a fixed amount of dollars. If the cost is (for example) $10 Billion, the feds give 22% or $2.2 billion. If the cost is $20 billion then the percentage is $4.4 billion. Lastly, the money has got to come from somewhere. As one person said "The government cannot give to anybody anything that the government does not first take from somewhere else". So, where do you take the money form? -

Fact is, federal health share is 22%, which includes all the factors such as inflation. A percentage is not a fixed figure, it is a portion of a total. Regardless of increases in costs, they get 22% funding. To be fair, it was not just the $16 orange juice. It was huge record of overspending and extravagance on only one of her expense accounts. Changed hotels (from the free one provided by the hosts), hired limos, large dinner charges and smoked in her non smoking hotel room incurring $250 charge. There was more but she quit. Just want to clarify a small thing. The service was to a communications company. The MP's office required the service so they went to the "standing offer" I mentioned earlier. they went with requirements to Public Services and Procurement Canada (PSPC) with the requirements. PSPC then went to the stranding offer and put it out to any company that wanted to bid. The evaluation was done by PSPC and several companies may have qualified. the lowest bid would be presented to the MP's office. Then the contract awarded. Yes, if there was any connection to the MP, the MP should have disclosed affiliation. Most likely, the MP was not aware and the minions in the office (my biggest PIA while in procurement) would have just moved forward. Not defending, just explaining what might have happened. The MP may not have even known who the contract was with until much later. As for MP consequences, well, they are more severe than the normal business for person because as an individual, you generally pick and choose who you want to deal with.

Many members have had ethics problems thinking they can do business or things as they had done it before being elected. No MP or minister can give a contracts for services or products (actually I believe they do have a minimum limit they can spend outside of the procurement process). There are "standing offer" open contracts that have previously qualified companies listed which can be used for products sand services without a need to RFP's.... but they have a monetary limit (not to exceed by). To be clear, almost all government business is made public.... after contract award. The request for proposals are public but the bids by companies and sometimes (often) the bid evaluation criteria are kept confidential to protect businesses and their operations. The various departments "fingers in the pie" very often increase the cost of products and services in order to give "fair share" to various regions of the country. Those processes have been manipulated by all governments in power for many many decades. The monumental budget document is there for anyone to read and it actually lets you know where every dollar went.

Not sure what makes you think you have the right to know what goes on. Public business is made public. Confidential business and dealings (in business and government) are kept confidential. Even you don't share all your information and dealings with the public, let alone with your competitors. You are very naive LOL

No, you are explaining fishing regs that have federally regulated quotas and sold on open markets, not request for proposals for products, services or contractions.. The topic is not fishing and nothing to do with lobbying. Again, you have no understanding of business. Selling your fish is business but, in a completely different category and does not fit this discussion. Imagine if you had to go to every buyer and sell your fish.... but you had to undersell to get rid of your catch. You want it to be done in full transparency so all the other boats will know what you are willing to sell for??

Get with the program. The transfers were always 22%. The Provinces wanted it upped to 35%. Well said. Those are not a new problems. As for "Federal funding to the provinces has slipped to just 22% or the total. ", which is what it is supposed to be. The provinces want it increased to 35% but, where is the money gong to come from? Health care cots have gone sky high and considering it is a provincial responsibility, federal funding, while significantly increased ($2 billion in March alone), cannot keep up with the it. The provinces are the ones that distribute the federal funding. A government also has rules and regulations it has to abide by. Government gets audited all the time. Departments withing get audited all the time. Government contracts get audited as well. So, you are comparing selling your fish at an open published market value the same as lobbying for a million or billion dollar closed bid contract?? Do you ever sell your fish to a specific buyer for a particular reason? Perhaps like they would buy from you exclusively or for a certain tonnage? Or do you sit at the dock and wait for buyers to buy your catch at your price? Do you ever change your price based on market pricing? Who drives the market price? Buyers? Mongers? Restaurants? Lobbyist set those prices? Quota? nothing to do with lobbying. All to do with who has the biggest fleet and can pay the cost. You said public domain not public interest. Public interest is a different thing entirely and it is debatable and for the general public, not specific. So, "What a political party does it is it's own business and is the domain or interest of its members" and when it gets into power, that is lost? Or do they take that with them while in power? Gotta ask yourself, if you are want openness in all things, why are there closed bid?? I am not a lobbyist but I do know how business is done, in and out of government. deals are made everyday on ,around and, under the table. Keeping and not showing your hand is how it is done.
