The number of consultants and contractions changes from month to month and year to year. And that does not even include the huge amount of refugees and immigrants from 2022 to now. Oh and the US president (thy appoint secretariat (ministers) has 15 top secretaries and then ther are 26 cabinet members as well (under the vice president).

So yes, The government would have to change existing legislation and if provinces object, then the notwithstanding clause can be used.
