Would you trust Stubby McBonespurs not to throw you under the bus by denying he declassified something after he told you to do it, if it was to his advantage to do so? Even you couldn't be that badly under his spell. Presidents don't just declassify stuff on a whim, why would they if it could only come back to bite them. Most are declassified at the request of departments, either because they are no longer sensitive or they need to show them to someone with a lower security clearance, such as a expert in a certain field.

There has to be a record of doing it dumbass. If you were a working in a security agency would you just release a secret document to the public on someones verbal say with no record of you being instructed to do so? What kind of idiot would do something that stupid?

The department involved will have a record of any declassification. How the hell can anyone know if something has been declassified and OK to circulate if there is no record of it. They didn't claim voter fraud. Claiming Russia interfered means Russia conspired to influence the vote. Claiming voter fraud maintains the US is incapable of holding an honest election. You would do well to consider which claim is more damaging to US democracy.
