Maybe having young kids makes me optimistic, but I'm getting my money's worth from my institutions where I live. I can't speak to your examples but I will trust that you are not mixing 'popular' with 'populist' Trudeau Sr was "popular" for a flicker of the zeitgeist. He met with Lennon & Ono.
