Mexico is the top spot that they sell to, then Canada is number two. But these are illegal sales to illegal producers. So this isn't some innocent accident. They knew that they were causing people to die. Was it an actual act of war? That is for intelligence officials to determine. Is it an act of war in the metaphoric sense? Most definitely.
