For the past 60 years or so, missionaries and do-gooders (ACDI/CIDA), various charities have tried to help Haiti. All for nought. Haiti is now utterly dysfunctional. I reckon that that the Paul Martin/Trudeau Jnr/CIDA/ACDI give them lotsa money doesn't work. It didn't work in Asia. Koreans do not live well because we "gave" them lotsa money. Quote

Hait is a hole because Haitians live there. Take them out and replace them with Swedes and the place will be paradise in twenty-five years. The culture of many native groups is mostly broken, too. They're not used to working at all, much less hard work. Punctuality is unknown to them. They drink, do drugs, have sex, often with their sisters and children, steal stuff, smash up their government housing and infrastructure, then hold out their hands for money to buy more.
