PP has 71 members in his shadow cabinet. Over half of his entire MP's. Jivani is clearly not important or knowledgeable to be named into the largest shadow cabinet in history. So, I don't think Joly (who I have no respect for) is too far off her judgment of Jovani. If the conservatives wanted to help, why has PP himself not gone or why has PP himself not acknowledged or endorsed Jiviani doing what he did?? As for US tariffs, most tariffs are the same as before because we are still under CUSMA. Yes there are threats and a few new ones but Trump has imposed tariffs on most of the worlds imports. The opposition has to have a shadow minister for each of them. Carney's new positions come with a raise - they get more than regular MP's. The Conservative shadow ministers do not. PP lately said he would cooperate...but, as I said , he never endorsed or acknowledged Jivani going to the US. I am not sure PP could go on his own...I think that without a valid security clearance he would not be able to enter the White House (except where tourists can go) and any politicians would probably not meet with him.
