Flooding is mostly caused by replacing broad swaths of vegetation with acres upon acres of hardscape such as roads, driveways, parking lots, rooftops, sidewalks, etc. Trees, plants and dirt soak up an enormous amount of water, while concrete and asphalt do not. Rain has always fallen very quickly over short periods of time, but it always had someplace to go before. Now, in the big cities, it just pours across all those waterproof surfaces and then congregates in low-lying areas after it overwhelms municipal drainage systems. This is in part due to the fact that it’s simply much more difficult to project changes in technological and socioeconomic factors than it is to project changes in the physical climate system. Excess water would just pool in temporary ponds which would soon be gone, not to reappear for another couple of centuries. If that same rainfall occurs today, there's a city there and acres of non-porous surfaces, so the majority of the rain can't go to ground, and it quickly overwhelms the storm drains and then pools in low-lying areas where it damages homes and businesses. As an example, there's a "200-yr floodplain map" for the lower mainland, showing the levels that historical high-water marks have reached, which have never been matched in my lifetime. Current construction regulations are still based on the fact that at some point it will be NORMAL for water to reach those levels again.
