At the very least she needs to be seen and heard as little as possible and taking her out of cabinet does that. Let's remember that the Liberal Party isn't just Carney, it's some weird machine where unknown unelected people are getting in a room and discussing PR and governing strategy. Trudeau was too green and too unintelligent to make all the decisions that were made for him and Carney is even greener. The Democrats seem to function similarly.
