What are you talking about? It worked great, it kept the guy out and allowed the police to arrest him. It did its job perfectly.

Your meds need adjusting. 

This guy didn’t just get onto the golf course grounds, he also absconded away from the grounds when the Secret Service sighted him. So if there was a wall around the golf course, he had no trouble getting over/under/through it easily enough to escape in a big hurry.

No, he was outside the fence.
