Why was a rich woman taking the bus in a poor country?

Define "rich woman". and define "poor country".

It was Sri Lanka in the 1980s. Her English was far better than mine.

No amount of money given will change their ways.

Maybe it won't change their ways, but if you give them five or ten, it might enable them to buy something to eat and drink.  If it was that easy to change their ways, there wouldn't be many panhandlers.  Change can't buy much, but of course anything is better than nothing.

I’d rather we all chip in and give them a place to live and food, if they want it.  It’s the least our taxes should do.

That is already being done for some of them.  Some don't want to live in a place and follow any rules.  Some cities or towns don't have enough shelters.  Some people just can't find a shelter because the existing shelters are all full.  I don't think they all receive food from government.  Some receive food from food kitchens like the Salvation Army.   It's  complicated.  There is no simple solution and there are many problems.  That's why when we see one begging on the street, we don't know what his situation is.  But he or she is asking for help.

Ok, so my contribution might get used for food. Might be.. Or it could be used for beer and illicit drugs. Also, they might be ok with life on the street. I was homeless for 9 weeks once. I was floored by how many other fellow homeless were in no rush to get off the street. I could not wait. I had to be fairly creative but once I was back to normal life, I vowed to never leave myself with no options like that time.
