A career politician with the skill sets of a civil servant sounds like a technocrat. 

There is a missing time factor here which needs to be thought of in terms of managing everyone's expectations. The attention span of a society and term of its elected administration is not well matched and there will always be a need to have some separation between politicking and administrating.

Maybe there really should be a deep state to keep things humming along smoothly in the background while voters and their representatives can somehow harmlessly howl away at each other outside in the wilderness.

A government without public oversight is like a nuclear plant without lead shielding.
