She calls on people to respect their policy of giving priority to the 'marginalized' - encourages the marginalized to make sure they have their identifying slips handy so the chair can see they're marginalized - and lists off marginalized groups which is basically everyone other than white men.

You can pretend that it's vauge - but it isn't.  And this is a common practice.
