If the present day Conseravtives, say they aren't the same party as Mulroney, then why can't the Libs say the same thing? Lately, they only want to be one of Mulroney's Tories when they talk about the Free Trade agreements. It's a new generation for both parties and the Tories have showed they are just like Mulroney's bunch and taken us into deficeit even before the global crisis .

The specificity of the Red Book came back to haunt the Liberals, however, and much of the next few years were spent defending broken promises. The most notable of these was the Goods and Services Tax, which the Liberals had promised to replace but did not. Critics also said that the Liberals had broken their promises to increase the power of individual Members of Parliament and introducing a national childcare program.

In Chrétien's view, the majority of the promises were kept. He famously argued that 78% were honoured,

Has anyone perused the Conservative handbook? I've yet to find one promise kept. But then this is the new squeaky clean lying party, right?

The Tories are far from perfect but they have been pretty solid in keeping their promises or as solid as one would expect the government to be. So, to compare them to the Liberals who had majority after majority to get their agenda through is far from fair. However, to be fair to the liberals I'm relieve that once in government they were smart enough not to go through with some unrealistic or flat out bad but popular public policy. I would of probably liked to see the CPC do that with their GST promise.
