Big Guy Posted February 17, 2014 Report Posted February 17, 2014 (edited) I do not believe that the increase in federal cigarette taxes is a disincentive to smoking in Southern Ontario. I live in Norfolk County (north of Lake Erie) where there are aboriginal reserves and a current (now in its eighth year) six nations militant occupation of land in the Caledonia area. Every time a government has raised taxes on tobacco the number of legitimate cigarettes sold decreases and more people start to visit the reserves. To-day, a carton of legitimate cigarettes in a local store costs about $150. An equivalent bag of “no name rollies” from the reserve can cost you about $20 or even $12 if you know the right people. Name brands can be purchased in the $50 - $100 range. There are aboriginal “smoke shops” advertising their products on both sides of highway #54 and some located on “occupied” land from the Ontario government. Trucks and pick-ups daily pull in to fill their orders and continue on to Toronto, London etc.. Every once it a while, because of complaints, the OPP will pull over 1 or 2 of these trucks, confiscate the insignificant load and fine the drivers. Meanwhile those owning the smoke shops thumb their noses and laugh at the OPP. The local health unit has tried to decrease smoking among youngsters but most of the discarded cigarette butts around schools indicate that they are from the reserves. This year there were 5 instances of barn loads of tobacco being stolen from local farmers and never recovered. The increase in cigarette taxes will have no effect on discouraging smoking in our area but will lead to more and more smokers visiting the reserves – and probably filling their tanks with gas with up to at about 15 cents a litre less than gas stations off the reserve.
