I think that this is in part because they forever reamain in a sense a premier with special status, as well, they are privy council (for life) the argument exists that perhaps all p.c. should get the order, as it is a life long oath and duty (unless they become disqualified (are removed from privy council if that is possible..) thus the position automatically denotes a lifetime of service to the federation. That is already essentially the case, especially for prime ministers. (Provinces have their own orders into which ex-premiers are normally appointed.) Quote

The Order of Canada was set up precisely so as to be quite distant from the government and parliament; it was the first (I believe) national order of merit to be constituted that way (unlike, say, the UK's Order of the British Empire, appointments into which are approved by the Cabinet).
