Biden didn't require a residence in DC because he rode public transit every day for 2-4 hours because after his children's mother died in car accident he swore he would be there to put his boys to bed every night. as for your 'guessing' games, there is intense speculation that the Obama campaign is waiting with baited breath for an official request to come in... something about the elevated play a retort along the lines of "if we release the college transcripts, will Romney release his tax returns?", would bring.
