That is simply not true. Every developed country builds an integrated electrical grid capable of handling the peak demand you describe. If they don't, the result is frequent, industry shattering power failures. The very existence of dependable electricity at all times is one of the things that differentiates developed and developing countries. It is why China, for example, has spent hundreds of billions on p[ower generation infrastructure in recent years. There is no other way. Larger users can do many things to reduce that peak demand and lower capital investment, and charging different rates for off peak power is one of them. It is hardly new, every business that uses any significant amount of electricity has done it for years. It is unlikely that it can apply as readily to ordinary households, so it must be seen as what it is: revenue grab disguised as saving the planet. Your overall bump in power costs may not have much to do with it though, particularly if it looks like a simple revenue snatch. It may be related to the very thing responsible greenies have been calling for- alternative energy sources. Who do you think is going to pay for all those giant, ongoing subsidies to producers of wind power, for example. Answer: you are. Enjoy, it is what you wanted. -

The mosat notable aspect of the compostion of the federal civil service is not the political orientation, which I agree is left of center. That is a nobrainer, a default in a heavily unionized environment. It is also understandable, since the first thing any creature does is seek to protect itself from extinction. PSAC and the others know they have a better chance of survival under the Tories than the Liberals/NDP/Bloc, so they will lean that way by nature. What is more troublesome is the utter domination of the senior civil service ranks by Francophones. It is vastly disproportionate to the population in general. -

That is a relatively small part of the true reason that reality TV is so popular with producers and networks: it is very cheap to produce compared to just about anything else. The Canadian show I yearn for was of course canned by the CBC after just two excellent years: Intelligence. I think the title alone was just too challenging alone for CBC execs. -

My spouse is a teacher and I asked her opinion of this last week. To my surprise, she thought it was probably a good idea. She is normally a traditional sort who is a fierce literacy advocate and takes no prisoners in her class or out of it. She would not use them in her Grade 3 level, but noted that kids from Grade 7 up often have phones and their use is totally integrated into that age group.Keeping or even getting the attention of that age group gets increasingly tough, it might make sense to demonstrate and share the use of technology as a powerful tool, not just an entertaining toy. My colleagues son has them in their Grade 8 class, financial help available for those who need it to get or keep the smartphone. They keep detailed calendars of daily school life, assignments etc, research their work, submit work,share files for group work and other stuff I forget. -
I know this site already far exceeds ther CRTC Canadian content requirements, but the mountain scenes in Inception were filmed at Kananaskis in Alberta.

Are you pretending to be stupid? I hope so, the alternative is worse. Fact: Lepine was determined to kill a lot of women and did not care if the died himself. If he did not have access to an automatic weapon, there are several ways he could do this? How about fly an aircraft into the school? Why not a bomb? How about hack a dozen or two to bits as is done quite often in China, right now? People don't group together when they are being slaughtered, they try to escape then try to hide. He could have done the same thing with a pair of 12 guage pump shotguns holding five shells each. Put down the first 10 frisky ones and the rest can be killed at his leisure, hiding under desks. That is what happened at Columbine and elsewhere, most were killed with handguns at close range. The police don't get to the classroom for 10 to 30 minutes and do not just charge in anyway. In 15 minutes anybody could fire perhaps 100 shotgun shells reloading 10 times. The US Secret Service knows the very most dangerous assassin is one that has no exit plan....anf that was Lepine. and that will be future Lepines too. Changing the utility of their weapon changes nothing in reality, it does change the perception of a few delusional folks.

But you CANNOT readily stop a person like Lepine who is determined to kill and does not care if he himself survives. Guys like him are a nightmare for security people including the Secret Service. The biggest deterrent is the threat that you wioll get caught and you will go to jail forever. Lepine did not care about that, he knew he would be the last to die. If he did not have a gun, he'd have found another one of the myriad ways to slaughter people.

What do you mean by 'top agricultural contry'. France has a farming model quite unlike ours. There are an astoniushing number of very small, mixed product farms in France- producing a bit of grain,feed, fruit, and with a few pigs, cows , chickens. Then there are huge coporate farms producing much of the national; output. There aren't nearly so many medium sized family style operations, which still are predominate in Canada. The tiny French farms are massively subsidized in France in return for votes, a longtime arrangement.

I have no problem with the feds gifting $200 million to a Quebec City arena. Alberta will just reduce the $8 billion in kiss ass money that Quebec gets now every single year, net out at $7.8 billion next years welfare payments. Oops forgot the $200 million that the province of Quebec is 'contributing' of course every cent of that comes from Alberta too- net at $7.6 billion now. Then.... damn, forgot the $50 million Quebec City is supposedly kicking i9n, all that will come from the provincial govt or actually Alberta too, now we are down to $7.55 billion for next years Gravy Train Express. Unless of course the same contractors who built the Big Owe get involved...... -

Yep, you do pay a surcharge and a big one. 100% of the groceries you buy end up in your toilet, and you pay in full for those turds to be dealt with via municipal sewer charges. Same thing for garbage in general, nobody hauls it for free. Things like cardboard and decent quality paper have a market value. Old TVs and tires have value less than the cost of recycling and are better recycled than buried (heavy metals in CRT tubes), hence the surchage. Anyway I'm just explaining how it works in one place. -

What about them?When you buy a new TV or monitor you pay for it to be eventually recycled, since the volume generated does not warrant a specific and profitable private sector recycler for the toxic elements of the goods. I know that I go to the Clover Bar waste management facility fairly often (a large and very interesting project btw, they sort everything for a metro area of about one million) and for about two years they had a veritable mountain of electronic stuff, CRT TVs and old style monitors. Huge pile. One day it was gone, the attendant said a German company had a mobile sort of processing factory, came in and cleaned up all that was cleanable. And they were paid by the province , I assume from revenue from sales of new units. Works for me. -
Lepine had a licensed weapon obtained by himself legally. He could do the same thing today under the gun registry system, nothing would prevent him from getting an FAC and buyiong legal weapons. He planned his attack for several months. It was centered around killing women he saw as feminists, not about buying guns and using them. If he had not been able to get guns, he'd have done the same thing with one of the many other ways to bring death to many.

Alberta has had enviro fees for quite a while. $4 per tire when you buy them, $20 flat fee on any TVs or monitors, flat and variable charge on every recyclable container..... With the money raised, they subsidize the re-use of thing like rubber from tires that are not profitable otherwise. Of course, Alberta is still entirely populated by earth hating rednecks. -

You are utterly delusional if you think the French govt or France in general treats Algerians as equals. Did you know that every written job application requires an accompanying photo of the applicant. Now why do you think that might be? BTW, my knowledge comes from a family member who lives in France longterm. Without the photos, many persons with brown/black skin and French names would sneak through to the interview stage, when everybody knows there chances of getting the job is nil. That is not what the law says there, but that is how it works and that includes the civil service. Once quotas are filled, no more non white non French hires.

The reality is that the registry has failed. Not because of politics or cops or robbers. It has failed because a lot of normally law abiding citizens have taken the conscious and ongoing choice of simply ignoring the law and have not registered their guns. I know at least two situations where one person has a FAC and buys ammo for everybody- one group has about 30 people with maybe 200 weapons. They are all hunters. The cops know it is useless too, checking the registry just tells them that at some point somebody who might or might not have once lived in a house may or may not have guns on the premises. That info is worse than useless if the check comes back 'no guns'. -

That is simply not true. Your personal financial postion has little bearing on your status as a refugee. Having a few bucks in Sri Lanka, or access to credit, does not mean that you are not in serious danger.They take the boat because with new airline regulations, they simply cannot get on an aircraft to Canada without proper passports and visas.
