Other province can opt out also if they want to. Is it always more effective ? i don't know but lets just watch what kind of childcare programs the liberal government will make and we will see. -

I just said that quebec did opt out of federal program, and i dont see what is wrong with that. its totally fair. We are not gonna participate in the federal childcare program. we will receive our part of the money used for it. your probably right they get more money if we count when we opt off federal program, but hey with this money we make our own program so it doesn't change anything at the end so it would be stupid to count it. I understand its problably shocking to see that what we receive more than ontario is only 2 billions. There would be only 1 more calcul i would have like to do but i didn't find. Problably that ontario citizen pay more taxes to the federal because their citizen are richer but i guess its not totally our fault. Often we get paid less for the same job, like doctors, well like almost evrything i guess and we dont have car industry. On the other hand, we could work harder at school and work harder to get industries. -

Decentralization is about breaking down unequal program like your ei, or program that don't suite for the province needs. Because yes if we could decentralize maybe alberta could make its own ei program. Is about richer province getting less money from the federal government than poorer province, wich i don't agree completly even if you say all quebecers do... Quebec sure as hell want to use its money to reinforce its socials programs but hey, we can'T because the federal like to use it to make sponsorship scandal, gun registry, to make corruption and to buy helicopters. Listen ok you must read this to understand my point of vue, ill try to explain my point of vue. im sure you will agree with me because i agree with you, the only problem is you dont understand what im trying to say. First of all here is what happen in our federal system. Their are provincial government who makes money from their citizen. There is a federal government who makes money with taxes from all canadian citizen. The federal government give's back 30 billons of the money it collect to others provinces. Richer provinces get less money, poorer gets more. I took those numbers from statistic canada (And reconverted in 1millions citizen slice) so we can compare. ipe: gets 3 billions for each 1millions citizen. tn: 2,6 billions n-b: 2 billions new scotia: 1,6 billions sask: get 1,6 billions man: gets 1,6 billions quebec: get 1,3 billions for each 1millions citizen. bc: gets 1,2 billions fo each 1 millions ontario: get 1 billions for each 1millions citizen. alberta: gets 1 billions for each 1millions citizen. So ontario and alberta doesnt give money to other provinces, they just receive less from the federal government. actually quebec gets 0,3 billions more for each 1millions citizen. so in other terms quebec gets 2 billions more than ontario in province transfer. 2 billions its about 3% of the quebec provincial budget. So don't worry, alberta and ontario aren't giving that much money to quebec and other province's, thei are getting maybe 2-3 % less of their budget. the federal government have a ~ 200 billions budget. ~30 billions is givin back in transfer to the provinces. What i would like when i say a dencentralized government is that if the federal government wants to give 10 billions for a childcare program but quebec doesnt want or alberta doesnt want, well they receive their part of the 10 billions to use it the way they want. Actually its already working like that for some federal program. Or what we could do is lower the federal taxes so the federal government would not have to do federal transfer because the province's would have enough money. that way we would eliminate inequallity. But the real problem is that each province should also gets more money (it could be by lowering federal taxes) to finance healtcare. it could be done by eliminating stuff like gun registry, sponsorship program, the futur childcare program and all those federal failure or futur failure. Do you understand now that we don'T want to steal money from other provinces but a more efficient and flexible government for all provinces ? For the ei program, i don't know this program but i never loved federal programs. I don't like injustice ok ? But what i can say is that this program hasn't been made by a separatist since separatist has no chance to govern canada. It has probably been made by the Liberals. Actually, the Liberal federal government is really good at corruption and patronage. The Liberal party doesn'T represent quebec, in fact we could say that 40%-50% hate it so much that they want to leave canada. Our provincial government wheter he is sovregnist or federalist are government im really proud of because in general they spend their money well, and scandal are really not common. I don'T really know if im a sovregnist or not but what i really know is that i dont like corruption, i don't federal government way of working and i hate the liberals party even if i could be considered has a liberal or social democrate, in fact i would vote for anyone, even harper if its to get the liberal party out. Even if that mean 0 quebec minister. I would vote probably vote yes in a referendum to get rid of that government too. In fact you should maybe like sovregnist because they want the same thing as you . A society with no corruption and inequalities between the province and where the province have their word to say on how their money is used. I hate to argue agressivly and i hope you have understood my point of vue and that you agree with me now. -

If its true then i totally agree with you. If there need to be a different system for each province then it should be a provincial issue, not a federal issue. or if quebec or alberta doesn't agree with the federal system then they should be able to remove themselves from the program to create there own program. thats what decentralization is all about. -

aren't farmer seasonal workers ? Ok i understand your frustrated about that program, maybe it touch you directly ? but why do you say when it come to quebecers the rules are different ? I really doubt the rule are different in that case. And im sure the bloc is not working for special laws for quebecers. When those things were done ? what things ? -

what does farmer do in alberta, saskatchewan, manitoba in winter ? The same fucking thing the quebecers do, theire is no difference. Why does evrytime you see a french speaking complain you thing they are wrong and that they dont have the right. Im sick of that racism. have i complained about past injustice ? no sir.But your complain is so much ridiculous its not even funny... Im tired of the people that say we cost too much and complain when quebec want to separate. Whatever happens, we are always the one to blame. -

Why the bloc is complaining the loudest ? because its chretien's, patronage, you remember the liberal ? the one ontario is election years after years ? lol, whats that ? totally ridiculous. The sponsorship scandal was to make canada's flag more present evrywhere they could. And the liberal used it to give money to company that gave it back to the liberal party. The truth is tha tthe quebecers were tired of the liberal corruption. stop complaining like if each square meters of quebec is paid by ontario and alberta, its just ridiculous. Just take a look at the statistic canada and you will find that right after ontario and alberta there is quebec, yeah quebec is the 3rd in receiving the less federal transfer payment and it is the one who get the less federal subvention (more than 2 time less than the rest of canada). Actually the one you should be complaining about who gets more than the double of quebec in subvention and federal transfer are the atlantic provinces, saskatchewan and manitoba. -

when i say the federal should give the money back to the province i mean that: if the federal wants to make a program like childcare but quebec doesnt want to participate since they already have one, then they shouldn't pay for that federal program. its not easy to translate evrything i wanna say so here is what i should have said. The province should decide if they want or not to participate in the federal program. if they don't want then they don't pay. As for your complaining about ontario and alberta paying too much, well they get their money back with federal subvention. What patronage ? you mean the chretiens liberals patronage ? -

i think the province do all they can, in fact the city are provincial juridiction, and the federal government collect way too much taxes for what they need and should give back the money in taxes % to the provinces. Maybe in the rest of canada people don't really care about this but in quebec, we have a pretty much important provincial government and it reflect our society , our nation. We just hate it when the federal government that really doesnt understand us, take over the provincial government juridiction. What we want is the federal to give back the money to the province when we dont want to participate to federal program. Or when we already have our own like the childcare program. -

federalism, maybe but decentralized or asymetric like the ndp want. Else, the government will have to force the province or jump over like they want to do by dealing directly with the city or stuff like that. But this way (statut quo or worst) we will end up breaking the country, and it could easily be as soon as in 3-4 years. We can't force people in a democracy. -
I agree he stand for what he think, and in other terms we can call that arrogance. You can say this is a quality but im not sure. Sadam and bush stand for what they beleive too. But he was dishonest just like chretiens and all the scandals. He said before the 1st referendum that things would change and nothing changed, in fact it became even worst. He used the grc or the secret service i dont know the english name, against his political enemy. the constitution and many other things.

i dont agree with a western alienation. i think that the atlantic province, the north,the indians and quebec in part are aliened too. When i say quebec in part i mean that their are many quebecers who work for a centralized country which many other quebecers see as an alienation. i think that the partnership between the province on issues should be made by choice and not by force. Federalism can work pretty well in a country with a dominant culture and history. but its not the case in canada. evry province or regions has its ideologic vews. But with a federal government a majority that can be a minority in a regions can win. If the conservative would have won, and 0 in representation in quebec, it would be kind of funny. So if the the west vote conservative , east vote liberal and quebec vote bloc, the liberal party is not a good representation of canada. Thats why federalism fail in many point to unite canada and thats why we should look for another system before its too late.

i agree that closing the station is not a good approach, but i don't sympathize with an animator who make personal attack on people with repetition. Liberty of expression is precious but when it become a weapon to hurt others personal life, its breaking the victims liberty, wich is more important in my opinion. When i say insult, i mean stuff like talking about the physic of someone to explain that he isn't intelligent. We can say the people have the right to listen to it if they want but thats not the point, that people listen to him or not, he is using his liberty of expression to attack others liberty and its just not acceptable. -
i agree but its not the case evrywhere in canada. The problem is that national standards means a less effective healthcare system.

maybe your government waste money but don't blame all the province's. The point is that the federal gets too much money and then have to send it back to the province. Its already stupid but they use this opportunity to manipulate the province. healthcare is a provincial juridiction, the federal shouldn't have a word to say about where the money is going.
