I read a recent article on this issue, a small Africian country suffered drought for many years, now that it's ended the fighting has stopped and they are producing (with government seed and fertilizer much to the chagrin of the Aid Agencies) enough food to sustain the populace and a little extra to sell to a neighbouring country. While I'm not a fan of Harper, this is a good piece of legislation and frankly I don't care what the NDP and Liberal MPs want to change or ammend. By the time they are done getting face time in the media (months perhaps) criminals who use guns to commit crimes are getting bail. The surplus is the result of Unemployment Insurance Deductions, a policy that denies 49% of it's applicants based on the new criteria by the Liberals. If you get fired- benifits denied, if you quit- benifits denied. In fact unless you are on maternity leave or laid off you don't qualify. Hardly a ringing endorcement for a social program that is turning a heavy profit at the expense of the unemployed.
