i agree with much of what you've said except for whether the geopolitical side POTUS is on. POTUS can be very powerful here... its just that Trump as POTUS has been unable to convince the status quo re Putins Russia. again, Trump advertised profusely that things were going to change with Russia. i'd propose that he took that shit job in the first place thinking he'd at least get a Moscow tower out of the deal. and then he ran up against the status quo and he's realized that pushing any harder may jeopardize what appears to be his worst nightmare... being called a one term president. of course most of this is evidence-less conjecture... but it is curious that he's not out there advertising how tough on Russia he is being. which is really odd for him if its something he thinks gets him political clout.
