That's not what lawful authority means in legal terms it's not a synonym for "legal rights". Legal authority is official sanction to act, a legal right is not conferred by anyone but is generally recognized in law. For example, the use of force to protect businesses is a right (albeit one usually reserved for actual property owners and not randos), but the authority to arrest and prosecute anyone damaging property rests with, well, the authorities.
