There are no local election officials claiming they won't certify the vote if Trump loses. There are people that say they won't commit to certifying the vote no matter what happens. That is a reasonable position. There may be irregularities and the vote shouldn't be certified for either candidate until officials are satisfied that the votes are legitimate.
