More military spending is just flushing good money after bad when your military is so broken the money just bleeds out all the orifices into the dirt. This is entirely for tapped out governments to find a new revenue stream, end the black market is just one of the rubrics they use in order to collect tax as government drug dealers. In Colorado and Washington the governments are not the drug dealers, so they're covered if it doesn't do anything other than make people rich in the end.
