Section 34 of the act essentially requires a designated person in the department to certify that the work was done properly, for a fair price and under the terms of the contract. The audit found Section 34 certification was non-existent on paid invoices related to 13 of the 109 sampled contracts and "questionable on a high percentage of the remaining invoices. "More than half the sampled air, rail and sea contracts either did not include a contract ceiling, or the ceiling had been exceeded without benefit of a contract amendment," it added. "Invoices related to 39 per cent of the sampled contracts included charges for items not mentioned in the contract and 24 per cent did not include supporting documentation for third-party charges." These kinds of contract issues have been cropping up for decades. Managers are surprisingly poorly trained and don't understand what ss34 signing authority means. I've seen people going to managers to sign things because their own manager wasn't availalble and that manager signing it even though he has no authority over that budget or cost centre. I've had to argue with managers and tell them they personally can be held responsible for paying for services they contracted for because they had no authority to sign off on them on behalf of the government. It's ignorance and incompetence, not corruption. And there's no suggestion of any political involvement either. These kinds of posts are simply another indication of the gross hypocrisy and dishonesty of people who will defend outright Liberal theft of millions of dollars funneled back into the party in brown paper bags passed across tables in dark Italian restaurants, who will defend to their dying day Jean Chretien's right as prime minister to personally pocket taxpayers money he forced the government to "loan" a business partner, but will rush to squeal like pigs at the faintest sign of the slightest impropriety in government while the Tories are in power. We also remember all the Cons screaming at Jane Stewart when her department had "accounting" errors.... amongst the list of Liberals wrongs like patronage, using military jets at $15,000 per hour, and a host of disgusting accusations hurled at Liberals which are the exact things that Steve and his cons indulge in, plus more. By now we all know that Steve is all mouth and no accountability or integrity. As far as it goes..... adscam and railscam sound very much alike. And it's been 14 months since this "new" government campaigned on cleaning up government and they have had plenty of time to "clean" up everything......... including railscam. But they haven't even implemented their own accountability act. So kimmy.... defend your railscam cons all you want.
