That doesn't mean he's not in charge. The President has assigned Elon with the power to make decisions and Elon has been granted security clearances based, in part, on his responsibilities and authorities at DOGE. He was going to cut government waste and cut government spending as much as possible and this is how he's doing it. As I have repeatedly pointed out, most everything so far has been a TRO... until more formal injunctions can be rendered for or against Trump, to which Trump can then appeal.
