Other FOOLS have tried to gut the equal power of the Congress, esp the House power over the budget, and FAILED.

It has never really been tested. To the point, Presidents have used this power before. There is a solid argument it is in fact unconstitutional.

That is not what is being done. Congress can still take the money back. What they can't do is micromanage how the Executive spends it unless it is explicitly spelled out.
