The criticizm was that without any real connections or history in the us congress he'd have problems making his grand plans happen. Which in fairness did turn out to be true to a degree especially first term. But at least he had experience as a federal politician at least a little. Trump had none. Justin barely had any and look at that mess. He's never been able to react quickly to a crisis. Carney would be just as bad or worse. Depending on how you want to define it he was a good leader. he knew how to get people excited gets about to vote so on and so forth. He could rally the troops behind him and get people on his team focused on the right direction. In many respects that is the quality of a good leader. He wasn't a great president at all. His economic policies were fairly weak, he divided people horribly for a race relations with his whole intersectional coalition, he failed almost all of the reform is saying promised and he left the border a disaster. He definitely wasn't their worst president but he wasn't great.
