And no, it'll cost more and not less.  Just like giving free drugs to drug addicts doesn't mean less addicts, it means more addicts which has proven to be the case.

some very basic welfare as a safety net is one thing but other than that all we should be providing is opportunity for people to improve themselves and earn their own way.
