but answer me this. If it's possible to send the rest back AFTER 5000 - why isn't it possible to send them back at 4000? Or 1000. Or 1.  Why can't he just do remain?

The Republicans wrote the bill.  They can change the number or eliminate it, I assume. They are shooting down their own bill.
