Well people say it of course but it's just a joke - it entirely ruins democracy when you do that kind of thing. And it's been done - restrict voting rights to the nobility who have better educations and breeding, or homeowners as they've proven they have more of a stake in the gov't, etc etc.

But as one politician once said "The best argument against democracy is a 5 minute conversation with the average voter".

All the more reason to test for competency so you know you're engaging above average voters capable of rising above all the tribal partisanship.

I suspect if pushed old Winston would argue against democracy no matter what.

well you'd be wrong, winston was a massive fan of democracy and loved the back and forth of parliament. But he wasn't blind to its' faults.  As he also is quoted saying - democracy is the worst form of gov't, except for all the others.

But as he notes:  At the bottom of all the tributes paid to democracy is the little man, walking into the little booth, with a little pencil, making a little cross on a little bit of paper-no amount of rhetoric or voluminous discussion can possibly diminish the overwhelming importance of the point.
