What happened to the link back to a reply that used to be in the upper right-hand corner of a quoted reply?

I see it in your quotes.  

Can you site an example?   Some members copy and paste text within quote tags which does not create the link back.   

To have the link, the Quote function must be invoked with the Quote button.

I don't see it in your's, mine or anyone else's - it's not apparent in any thread I open or any quote I invoke.

All I see are the report post link and the little show less/more arrow to the left of the time and name of the poster.

Ah ha, the link I'm asking about has been changed to the Posted just now link.  I must have missed the memo

The link back is at the far right of that same line.

You showed more than enough to demonstrate that the problem is your computer failing to render the code visible.   Try a different operating system.   

There is nothing that can be done for you on this end.
