Yeah but in Argus' scenario Russia is a complicit partner in the destruction of the US. How do they get away with that?

Maybe they have something over Trump after all.

Russia is the ultimate source of this technology...but it has been around for decades. China would be the one who passed this one along....and they got it from Russia.

Did you read what Argus suggested - that Russia would help NK by supplying a modern missile?  I'm pretty sure Argus is talking future tense not historical...try pulling your head out of your Koran and focusing on the now for a moment.

There's nothing wrong with NK missile tech. It's just in the teething stages.

I've read lots of books. Of the 'holy' ones...it's the Gita that's my favorite. Especially illuminated version of which I have a truly beautiful set. Krishna...what a rascal!

NK went the route that most Third World missile jocks go....hypergolic fueled. It's cheap and operates at room temperature...no matter the hazmat suits one needs due to the toxicity. 

A hypergolic fueled Long March slammed into a small Chinese city back in the 1990s...removed it from the map.

Russia also uses some hypergolic powered machines. Most notably the Proton. There have been some spectacular fails.

As mentioned: North Korea doesn't need Russia anymore. Back during the Korean War, most MiG-15 pilots that managed to stay alive vs the US pilots in their F-86 Sabres were Russian...not North Korean. The Chinese and NK pilots could barely take-off...but they did in great big clouds of 60+ jets. Rata-tat-tat.

Russia survived.

What does that mean? We are MORE vulnerable to EMPs now than we were back in 1962. An EMP in 1962 wouldn't have hurt our cars and trucks, for example , because there was no electronics in them.

Plutonium, actually. China supplies the raw Uranium for NKs reactors (some Canadian help there)...but it gets turned into weapons grade Plutonium-239 @ Yongbyon.

Yes...even 400km up as they'd just need a sample of the remaining fallout. Old school...shooting a sounding rocket would provide the details of the isotope soup present. Although spectro-analysis can probably do the deed these days...
